One fire that probably wasn't caused by property developers (not because they care but because they would not get the site after as it will undoubtedly be rebuilt again).

I don't see the point in rebuilding it.
If they can spend four years doing it up and still don't have fire protection built in then there is no hope for them, it could easily happen again..
Judging by the aerial shots there isn't much left to save.
