It's sad to have to do it to an old man. But can you put a time limit on such crimes. It's a bit like chasing Nazis after the war, a killer is a killer etc.

First thing I would do, But only after conviction is name and shame them.

They just adopt aliases and move somewhere else

It's not that easy to get around a CRB check. I have had two done on me as a school Governor they dig very deep. (I passed them by the way)

A CRB Check is a good Idea. But like an MOT it's only good for the day that it is done. But they have to do something.
