In my opinion, anybody who buys a house on an old flood plain is asking for trouble no matter what assurances they are given. These floods will continue as long as they try to straighten rivers out, nature knows best.

If you buy a property and a surveyor fails to tell you something in a report, then they are liable. They are only safe if you haven't asked or paid for a survey the covers the type of damage that you suffer, but in the end lawyers, surveyors and insurance companies can wriggle out of anything.
