Mine has been down for 12 months,the housing trust wont do it as it's a dividing fence, they also told us your only responsible for the fence on your right as you look out of your kitchen window ,so it's next doors problem ,not mine.

Do what we done ,bought a lot of leylandi trees they grow fast ,and you can trim them like a hedge ,if next door don't like it tough,they never speak anyway so it's no loss to us.
