A survey by Halifax shows that 360,000 people have been forced to move house in the past year, because of irritating neighbours. How can people be allowed to stay and cause such intimidation, fear and unpleasantness. Is the law strong enough, do people complain enough. I know this is now taken as an environmental health issue and can be dealt with as such. But is this enough ?.
