The rest of the shares could be purchased by "appropriate outside organisations". I should think that the FSS (Federal Security Service, which used to be known as the KGB) would be interested, and I am told they have very effective methods of combating crime (ie poisoning with polonium-210, pricking with umbrella tips spiked with poison), and their methods would probably enable a reduction of the prison budget as there would be less prisoners to accomodate
