Absolute scumbags. One answer would be to print the name of all councils and their departments on the vests back and front, not a solution entirely,but surely a deterrant.
It wouldn't make any difference, because all this scum would do is to pinch some jackets, anyway most council workers do have the names of their organisation on their reflective safety wear.
