What I don't understand is why they keep building these homes in areas that are known for, fires, floods, earthquakes, and all sorts of natural disasters. America is such a big place surely it doesn't take much planning to find an area that is safe and build on it.

I doubt there are enough safe places in America. An awful lot of it is Water, Mountain and Dessert, or Desert, one's a pudding but I don't know which.
