I can understand wanting an ipad or Laptop on a long flight, I would want one myself, but if they are perceived as a threat I really can't understand why this action hasn't been taken before now.

Because they have never been any more of a threat than anything else yet unbanned. If they were there would be a worldwide ban.
The likely reason is that there is specific intelligence about the use of such a device as a bomb, etc, and this is a reaction to that information.

But they will be able to be carried in the hold, wnere a bomb can do as much damage as in the cabin. The news showed the results of a bomb that went off in the cabin and blew a hole in the side of the plane, but it was able to land "safely", while a plane in Egypt had a bomb in the hold, and no-one survived

Once again it is the passengers who are inconvenienced whilst the "bombers" get one step nearer to shutting down air travel altogether.
And if they get caught? Assuming we don't upset them or interfere with their human rights they might get a few years in a prison hotel, otherwise they get compensation and are set free.
Surely if you set out to kill hundreds of random people and cause inconvenience to millions then all that hate you have generated towards you should add up to a death sentence, with torture.
