She has obviously taken the bloke shopping and then taken shelter from the rain. She parked him looking out from the corner as opposed to facing the wall. The wheelchair clearly has a table for carrying the shopping and there is so much she couldn't possibly carry it all and be in control of pushing the wheelchair. They couldn't put it on the floor because it would get dirty and wet.
I don't see it being as bad as everyone is making out. Let the man have a say before condemning her.
The man concerned is a mencap-supported patient, who might be especially influenced by his carer into accepting the situation, but as smoking is banned in most public venues today, forcing the chap to inhale his carer's noxious smoke is scarcely to be recommended. That said, the story talks about her stopping for a smoke, but the blurred photo looks more to me as if she is having a natter on her mobile as well.
