BT sell a phone that lets you block all sorts of calls. It's called a Call Guardian.
You can block whole ranges of numbers such as 0843, 0845, anonymous, etc. or individual numbers from people you don't like or who pretend to know you. It works by answering the calls you don't want, ,without you knowing, and telling the caller to clear off. No call goes unanswered.
It's a typical BT ripoff of course. They sell you a phone that will answer calls that they put through to you despite the fact that they know you don't want to receive these calls. Thus they charge you for the phone and they charge the bogus caller for a call you don't know about and didn't want.

I answer the phone, if it's a cold caller I ask them to wait and then put tthe phone down on the table for 15 minutes or so.

Use to keep a whistle by the phone ,but someone got done for hearing damage,so I got shut.

You can't cause hearing damage by telephone, the audio circuits are clipped and filtered.
That's why telephone speech has a distinctive sound as opposed to broadcast radio and real life.
