The news report is not clear exactly whether the man misunderstood what the vet was going to do, or whether the vet mixed up his injections. In eeither case the vet is in the wrong , but if the latter then he should be struck off , though probably won't be . After all the doctor man who took out a person's one good kidney , instead of the cancerous one, got away with it after an investigation.

Fourteen is quite old for a dog so perhaps there was a misunderstanding on the part of the owner, he says he wanted "stronger cough pills" and there is probably no such thing.
It might well have been the best thing for dog.
Either way I don't like vets. Killing animals always seems to be involved.

I don't know about battering him! If it was my pet I'd want to put the vet down! Are there not forms for people to sign to give consent to such things, and if not why not?
