That was my idea and I stand by it.
The police had a similar campaign a while back.

It creates uneasiness in the target audience.

"We may not know who you are but we know you're there and it is just a matter of time before we find you and crush you into dust you pathetic, useless, smelly, disgusting, foul little worm.

Not you SB, the target audience.
