It's well past time for bringing back dog licences, even if they are free, and making dog owners legally responsible for their dogs.
If a dog injures an innocent person then the dog gets the chop while the owner stands there all smug saying it was a friendly dog, then they go out and buy another vicious animal.

Prison for an injury, Prison for no licence. You can apply this to any animal, including kids.

With kids perhaps the parents should be given the opportunity to correct them the first time before being being incarcerated and the kids being destroyed .

As a dog owner I would like to see a license fee of a minimum of £100 introduced. I have said this for years now, I also think that when the dog is licensed it should have a chip with it's age a breed verified by a vet at the owners expense. There should also be some way of giving pensioners a large discount on both expenses.

I think to some pensioners even with a big reduction it might be difficult, and , of course guide etc dogs should be zero cost, but for the general public I would agree

Ok then, make pensioners exempt for 1 dog. I also think that you should pay more for a second dog, a larger licence fee would be in order and all dog breeders should be licensed with an even larger commercial licence. I think that this is the only way forward. I'm not against people having more than one dog, I've been known to have three but what were these people doing with five. Anybody who knows dogs will know that dogs in this number will act as a pack and if one attacks then the others will join in.
