I respect your opinion too Den but the facts are clear, the soft option is not working. No one is asking for a TV licence dodger to be whipped in jail. But the fact is even kids arn't scared to go to jail these days. In fact some regard it as a badge of honour. As they do Asbo's. They also know that they can do an awful lot while they are under age and get a very soft sentence for a first offence. That's why there are so many young recidivists. SB
